PMKVY Kaushal Vikas

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a skill development scheme under the Skill India Mission that provides free short-term vocational training to youth across India. The scheme equips school and college dropouts as well as unemployed youth with industry-relevant skills, helping them find employment or start their own businesses.

What Is PMKVY?

PMKVY is implemented by the National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship. Launched in 2015, it has gone through multiple phases (PMKVY 1.0, 2.0, 3.0, and 4.0) with evolving focus on better outcomes and higher placement rates.

Training is provided through a network of PMKVY Training Centres (PMKKs) across India, including PMKVY-linked Pradhan Mantri Kaushal Kendras in each district.

Key Features

– **Free training** – no fee for the trainee; the government pays the training cost directly to training providers
– **Stipend** – daily stipend of Rs 100 during training to cover transport and incidental expenses
– **Short duration** – courses typically last 90 to 300 hours depending on the job role
– **NSQF-aligned certification** – all courses are aligned to the National Skills Qualifications Framework levels
– **Recognition of Prior Learning (RPL)** – working individuals without formal certification can get their existing skills assessed and certified

Sectors Covered

PMKVY covers over 300 job roles across sectors including:
– Construction and infrastructure
– Retail and customer service
– Healthcare and life sciences
– Electronics and IT
– Hospitality and tourism
– Textile and apparel
– Automotive and manufacturing

PMKVY 4.0

The latest phase, PMKVY 4.0, focuses on:
– Industry-aligned courses in new-age sectors (AI, robotics, coding, drones)
– Online and hybrid delivery to reach remote areas
– Stronger employer partnerships for assured placements

Practical Example

Vikram, a Class 10 dropout from a village in UP, enrolls in a PMKVY course on mobile phone repair at a nearby training centre. The 3-month course is free. He earns a Rs 100 daily stipend. After receiving his NSDC certificate, he sets up a mobile repair shop. Within a year, he earns Rs 18,000 per month, supporting his family without having to migrate to the city.
