Overview

The Loan Based Scheme for Pay and Use Community Toilets is implemented by the National Safai Karamcharis Finance and Development Corporation (NSKFDC). It provides loans to Safai Karamcharis and their dependents to construct, operate, and maintain pay-and-use community toilet facilities as a business enterprise.

The scheme aims to create sustainable sanitation micro-enterprises run by Safai Karamcharis, supporting both the Swachh Bharat Mission and the dignified economic rehabilitation of sanitation workers. It turns community sanitation into a viable livelihood option.

Eligibility

  • Safai Karamcharis, manual scavengers, and their dependents

  • Applicant must be between 18 and 55 years of age

Exclusions

  • Non-SC applicants without sanitation worker status are excluded
  • Those with existing loan defaults with NSKFDC or channelizing agencies
  • Applications for facilities in unauthorized or disputed locations

Application Process

  1. Approach the State Channelizing Agency (SCA) in your state
  2. Submit loan application with site details and project plan
  3. SCA conducts verification and submits to NSKFDC
  4. Loan is sanctioned and disbursed in stages for construction
  5. Toilet facility is inspected before final tranche is released
