Is a WaSH loan only for rural borrowers?

What if the borewell doesn’t yield water? Can I cancel the loan?
The loan obligation remains regardless of the outcome of the water project. However, if you used a licensed contractor and the work was defective, you may have a claim against the contractor. Always get a written agreement before work starts.
