Pradhan Mantri Garib Kalyan Anna Yojana – PMGKAY

Overview

Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) is a central government scheme that provides free food grains to poor and vulnerable households. It was first launched during the COVID-19 pandemic and was later made a permanent part of the National Food Security Act framework.

The scheme ensures that no family goes hungry by supplying rice, wheat, or coarse grains at zero cost through the Public Distribution System (PDS). It reaches hundreds of millions of people across every state and union territory in India.

Objective

PMGKAY aims to eliminate hunger among the poorest sections of society by providing supplementary food security. It targets families already covered under the National Food Security Act (NFSA).

The goal is to ensure consistent access to adequate nutrition regardless of economic hardship or external emergencies, building a permanent hunger-free baseline for India’s most vulnerable.

Benefits

• 5 kg of free food grain per person per month
• Available in addition to subsidized ration entitlements under NFSA
• Covers rice, wheat, and coarse cereals based on regional availability
• Zero cost to the beneficiary at the point of collection

Eligibility

• Households covered under the National Food Security Act
• Priority Household (PHH) ration card holders
• Antyodaya Anna Yojana (AAY) card holders
• BPL families registered with state PDS systems

Exclusions

• APL (Above Poverty Line) households not covered under NFSA
• Families without a valid ration card
• Duplicate beneficiaries already receiving equivalent benefits

Application Process

No separate application is needed. Eligible families receive benefits automatically through their existing ration cards at designated Fair Price Shops (FPS).

Families should ensure their ration card is active and linked to Aadhaar for seamless biometric-based access each month.

• Aadhaar card for biometric verification at the Fair Price Shop
• State-issued PDS beneficiary ID where applicable
