Overview
The Contributory Social Security Scheme is a state-level social protection initiative in Jammu and Kashmir. It is designed for workers who are not covered under formal pension or provident fund systems. The scheme operates on a contributory basis where workers make regular contributions to build a retirement corpus.
It provides an organized safety net for informal sector workers in J&K who otherwise have no post-retirement support.
Objective
The objective is to extend social security coverage to unorganized and informal sector workers in Jammu and Kashmir. By encouraging voluntary contributions, the scheme helps workers create a financial cushion for retirement and emergencies.

Eligibility
- Workers in the informal or unorganized sector in Jammu and Kashmir
- Age: 18 to 40 years at the time of enrollment (may vary)
- Must not be covered under any other formal social security scheme
- Must be a resident of Jammu and Kashmir
- Regular contribution throughout the membership period is required
Exclusions
- Workers already covered under EPF, NPS, or ESIC are not eligible
- Persons above the maximum enrollment age cannot join
- Non-residents of J&K are excluded
- Defaulters in contribution may forfeit some benefits
Application Process
- Visit the nearest Labour Department office in J&K
- Obtain the enrollment form for the scheme
- Fill in details and submit with required documents
- Start making regular contributions as specified
- Maintain contribution records for benefit claims
