PMAY-U Urban

Pradhan Mantri Awas Yojana – Urban (PMAY-U) is a central government scheme launched in June 2015 to achieve the goal of Housing for All in urban India by 2022 (subsequently extended to 2024 and beyond). The scheme provides financial assistance and interest subsidies to urban poor and middle-income households for constructing, acquiring, or enhancing their homes.

What Is PMAY-U?

PMAY-U aims to address the housing shortage in urban India, which is primarily concentrated among EWS (Economically Weaker Section) and LIG (Low Income Group) households. The scheme provides housing through four verticals:

1. **In-Situ Slum Redevelopment (ISSR)** – redevelops slums using land as a resource with private participation
2. **Affordable Housing in Partnership (AHP)** – provides Rs 1.5 lakh per EWS house to projects developed by public or private agencies
3. **Beneficiary-Led Construction (BLC)** – Rs 1.5 lakh assistance to eligible EWS households to build or enhance their own house on their own land
4. **Credit Linked Subsidy Scheme (CLSS)** – provides interest subsidy on home loans for EWS, LIG, and MIG categories

Credit Linked Subsidy Scheme (CLSS)

The CLSS component provides an upfront interest subsidy credited to the loan account:

– **EWS/LIG**: 6.5% interest subsidy on loans up to Rs 6 lakh
– **MIG-I**: 4% subsidy on loans up to Rs 9 lakh
– **MIG-II**: 3% subsidy on loans up to Rs 12 lakh

This effectively reduces the EMI burden significantly for the borrower.

Eligibility

– Applicant must not own a pucca house anywhere in India
– Must belong to EWS (annual income up to Rs 3 lakh), LIG (Rs 3 to 6 lakh), MIG-I (Rs 6 to 12 lakh), or MIG-II (Rs 12 to 18 lakh) income groups
– First-time urban homebuyers for CLSS

Practical Example

Ramesh and his wife earn a combined Rs 8 lakh annually (MIG-I). They take a Rs 30 lakh home loan under PMAY-U CLSS. The subsidy on the first Rs 9 lakh of the loan at 4% is credited upfront to the loan account, reducing the principal by approximately Rs 2.35 lakh. Their monthly EMI reduces significantly compared to a loan without the subsidy.
