Launched in 1985, IAY was a pioneering programme in rural housing and was one of the largest housing schemes in the world by beneficiary count. In 2016, IAY was restructured and replaced by the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) with higher financial assistance and better monitoring mechanisms.

What Was Indira Awas Yojana?

IAY provided grants to rural BPL households to build simple, functional houses. It focused on SC/ST, freed bonded labourers, minorities, and families affected by violence. The grant amount was set at the central level and varied over the years, reaching Rs 70,000 for plain areas and Rs 75,000 for hilly areas in its final years.

Key Objectives

– Provide adequate shelter to rural BPL households
– Prioritise the most marginalised communities: SC, ST, freed bonded labourers
– Free beneficiaries from dependence on landlords and informal settlements
– Empower women by registering houses in their name or jointly

Why IAY Was Replaced

Despite being widely used, IAY faced several criticism:

– The grant amount was insufficient to build a complete house, particularly with rising construction costs
– Quality of houses was inconsistent without enforceable standards
– Beneficiary selection had leakages due to outdated BPL lists
– No systematic monitoring of construction progress

PMAY-G addressed these issues with higher grant amounts (Rs 1.20 to 1.30 lakh), technology-based monitoring (geo-tagging), improved beneficiary selection (SECC 2011 data), and convergence with other schemes for toilets and labour.

Legacy of IAY

IAY benefited over 3.6 crore rural households between 1985 and 2016. It established the principle that rural housing is a government priority and created the administrative framework that PMAY-G built upon.

Practical Example

Ramavati, a Dalit woman in Rajasthan, received an IAY house in 2010. She was given Rs 48,500 at the time, which, along with her own contribution and MGNREGS labour days, allowed her to build a two-room pucca house. The house was registered in her name, giving her for the first time a formal asset and address.

Key Takeaways

– Indira Awas Yojana provided housing grants to rural BPL households from 1985 to 2016
– It prioritised SC/ST, minorities, and freed bonded labourers
– Houses were often registered in women’s names, contributing to their empowerment
– IAY was replaced by PMAY-G in 2016 with higher grants, better monitoring, and improved beneficiary selection
– IAY benefited over 3.6 crore households, building the foundation for modern rural housing policy in India

Indira Awas Yojana (IAY) was the Government of India’s rural housing scheme that provided financial assistance to BPL households to construct basic dwelling units.
