The mission aims to eliminate open defecation, improve solid waste management, and build a cleaner India. It has two components: Swachh Bharat Mission (Gramin) for rural areas and Swachh Bharat Mission (Urban) for cities and towns.

What Is Swachh Bharat Mission?

Swachh Bharat Mission is one of the largest public hygiene programmes in history. Its primary objectives are:

– Eliminating open defecation by building individual and community toilets
– Improving solid waste management in urban areas
– Promoting hygiene behaviour change through awareness campaigns
– Building a cleaner and healthier environment

SBM (Gramin) – Rural Component

The rural component focused on making India open defecation free (ODF). Between 2014 and 2019, over 10 crore toilets were built in rural India. Gram Panchayats that achieved 100% toilet coverage and stopped open defecation were declared ODF.

Phase 2 of SBM (Gramin), launched in 2021, focuses on:
– ODF Plus status: maintaining existing gains while adding solid and liquid waste management
– Biodegradable waste management at the household level
– Faecal sludge management for sanitation systems

SBM (Urban) – Urban Component

The urban component focuses on:
– 100% scientific management of municipal solid waste
– Elimination of open defecation in cities
– Door-to-door waste collection
– Source segregation of wet and dry waste
– Plastic waste management

Impact and Achievements

– India was declared ODF (open defecation free) on October 2, 2019
– Sanitation coverage in rural India increased dramatically
– Solid waste processing capacity in urban areas improved significantly
– The mission changed social norms around sanitation in many communities

Challenges

– Toilet construction and actual use are different: building toilets does not always guarantee usage in the short term
– Sustaining behaviour change requires ongoing community engagement
– Urban solid waste management is still a work in progress in many cities

Practical Example

Sunita’s village in Bihar received 50 community toilets and individual toilets for each household under SBM. Before 2015, open defecation was common and contributed to high rates of waterborne disease. By 2018, the village was declared ODF. The incidence of diarrhoea and typhoid dropped, and children attended school more regularly due to reduced illness.

Key Takeaways

– Swachh Bharat Mission targets clean, open defecation-free India through toilet construction and waste management
– Over 10 crore toilets were built in rural India between 2014 and 2019
– India was declared ODF on October 2, 2019
– Phase 2 focuses on solid and liquid waste management and ODF Plus standards
– The urban component addresses municipal solid waste management and plastic waste reduction

Swachh Bharat Mission (SBM) is a nationwide cleanliness campaign launched by the Government of India on October 2, 2014 (Gandhi Jayanti).
